Washougal is a city of approximately 18,000 residents in Clark County, Washington, covering about 7 square miles on the north bank of the Columbia River east of Camas. SR-14 connects it west to Camas and Vancouver and east toward the Gorge communities of North Bonneville and Stevenson. The Washougal River flows through the northern part of the city from the Cascade foothills to the Columbia.

The city borders Camas to the west, unincorporated Clark County to the north and east, and the Columbia River and the Oregon state line to the south. The Steigerwald Lake National Wildlife Refuge, managed by the U.S. Fish and Wildlife Service, occupies the Columbia River floodplain immediately east of the city.

The History of the City

The Washougal area has been inhabited since ancient times by Chinookan-speaking peoples who used the Columbia River and the rivers flowing into it as pathways for trade, seasonal migration, and salmon harvesting. The Washougal River confluence was a natural stopping point for river travel.

American settlement of the area began in the mid-19th century. The Columbia River provided the primary transportation route, and the agricultural land on the river terraces above the floodplain was claimed and farmed by the first wave of settlers. Washougal incorporated in 1908.

The Pendleton Woolen Mills connection to Washougal dates to the company’s broader history of wool weaving in the Pacific Northwest. The mill in Washougal, one of several Pendleton facilities in Oregon and Washington, produces high-quality wool blankets and fabrics and maintains a retail outlet that draws shoppers from across the region. The Two Rivers Heritage Museum, operated by the Clark County Historical Society, documents the history of the confluence communities and the Columbia River transportation corridor.
