Troutdale is a small city by metro standards, with about 17,000 residents, but its position at the entrance to the Gorge and its direct I-84 access make it a practical base for people who want metro proximity with outdoor access. Troutdale is a city of approximately 17,000 residents in Multnomah County, covering about 4.5 square miles at the eastern edge of the Portland metro, where the Sandy River meets the Columbia. I-84 provides direct access west to Portland and east into the Columbia River Gorge. Troutdale takes its name from John Harlow, who settled here in the 1870s and named his farm Troutdale for the trout that populated the nearby streams. A post office was established under the name in 1880, and the community grew around the Portland and Columbia River Railway line that connected it to Portland.
The completion of the Historic Columbia River Highway in 1916, engineered by Samuel Lancaster and completed under the direction of Multnomah County, made Troutdale the gateway to one of the most ambitious public works projects in early 20th-century America. The highway, which climbs from the river level at Troutdale to the plateau above the Gorge, was designed to showcase the natural scenery of the Columbia at every viewpoint and was named one of America’s 10 most scenic roads upon its completion.
McMenamins Edgefield, the historic 74-acre property that operated as the Multnomah County Poor Farm from 1911 to 1962, was purchased by the McMenamins family in 1990 and converted into a hotel, brewery, winery, theater, and event venue complex that has become one of the most visited destinations in the Portland metro area.
Troutdale’s geography creates a few specific planning considerations.
The historic core of the city along Historic Columbia River Highway and the older residential blocks near the downtown are the areas that require the most planning. Streets are narrower than in more recently developed communities, and mature trees and established landscaping reduce parking flexibility. The newer subdivisions on the western and southern edges of Troutdale are standard in access. Wide streets, driveways, and modern construction make these jobs efficient.
I-84 access through the city is generally fast, but the eastbound on-ramp and the interchange at Stark Street and Wood Village can back up during commute windows. For moves that require travel between Troutdale and Portland, we plan transit windows around the morning and evening peaks.
