Baldwin Park, California, is located in Los Angeles County, and it borders the cities of El Monte, Industry, Irwindale, West Covina, and West Puente Valley. Baldwin Park has a population of 76,511 people, and a median age of 33.5. The median household income of the Baldwin Park citizenry is $53,651, and the median property value is $333,500, with a homeownership rate of 57.1 percent. The population of Baldwin Park is 75.5 percent Hispanic, 17.5 percent Asian, and 3.85 percent white.

The area that became Baldwin Park was land for the grazing cattle of the San Gabriel in the middle of the 1800s, before homesteaders arrived in 1875. Area residents first called the location “Pleasant View,” but because it became the home to local farms and vineyards, the name was changed to Vineland in 1880. In 1884, the first schoolhouse was built on the corner of North Maine and Los Angeles Avenues, and The Vineland School District was established in 1888. Today, the Baldwin Park Unified School District has 23 schools within its own district, with a budget that is more than $100 million. In 1956, Baldwin Park became the 47th incorporated city in California.

On October 22, 1948, Baldwin Park became the home of the first In-N-Out burger stand, and the sand itself became the first drive-thru restaurant in California. Unfortunately, it was replaced in November 2004 with a new business. However, in 2006, the new In-N-Out University and company opened on Francisquito Avenue, and he restaurant chain’s first meatpacking plant is located on Hamburger Lane.

The monument has several engraved inscriptions that do not include an attribution, and one of them says, “It was better before they came.” According to Baca, the quote was from an Anglo white Baldwin Park resident in the 1950s, who was lamenting the large population of people with Mexican ancestry into the San Gabriel Valley. Save Our State believed that it was directed against Anglo whites, so their protest ran through the summer and required the city to spend part of its budget on crowd control and riot police.
